STRATEGY:1. Most of the government land and some land owned by the community. Generally, protected areas, the function of absorbing more and more decreased. The rainy season is very large run-off causing flooding, whereas the dry season base-flow is very little cause drought. Besides due to natural phenomena, as well as human activities, eg.: people use protected areas as land cultivation and illegal logging, resulting in excessive erosion and slope stability disturbed.
2. The availability of surface water can not offset the rate of growth of demand has resulted in the conflicting interests between social beneficiaries with commercial utilization (Agriculture and Industry). Beneficiaries willing to pay the water with a high price to meet the needs of business, the economic value of water has increased. The faster the industry entrepreneurs to obtain water from groundwater sources and the use of excessive ground water is difficult to be dammed. Rapidly declining groundwater that can not be offset by the natural restoration process.
3. Development of non compliance, the implementation is less concerned with the master plan will result in lower environmental capacity, especially in the "Cekungan Bandung" which is part of the Citarum River. One of the most worrisome is the impact of declining water quality and water resources. Based on monitoring data of
environmental agency Jabar in 2005, domestic sources of industrial pollution is still dominant and potentially reduce the Citarum River water quality
4. Flooding in the upper happen almost every year resulting in huge losses, especially in Dayeuhkolot Region, factors that cause puddles, among others:
• Capacity is shrinking Citarum riverbed
• Changes in land use that results in erosion / sedimentation
• Increased population
• Reducing the capacity of drainage due to waste and sedimentation
• Local drainage insufficient
• The existence of the phenomenon of Land Subsidence, who took excessive ground water
